I have a blog and thats been approved already..can I make a new blog and that already be automatically accepted? Even if it doesn't have a lot of content or anything

You can just use the same ad codes for your new blog. Or just make some new ads in your adsense dashboard.

You should only be using one adsense account for all your sites if you want to comply with Google's TOS.

If you are using clickjacking or black hat methods then I would have one adsense account per domain. This means that if one gets blocked then you don't loose adsense on all of those accounts.
