Basically it is a performance comparison of different size ad units. Let's say you have put a full banner on your site and you get 100 clicks. This graph says that if you would have put large rectangle instead of the full banner, you would get 7 times more clicks (CTR 700% compared to full banner). At least this is how I understand it.

But still would be nice if OP could tell us, on what data is it based.
