Step 1 in decimating the English language is as above.
To answer your question (or what I can make of it), CPC will depend on the country you are targetting and the niche, where is the majority of your traffic sourced?

It may have something to do with the exchange rates. The rates for USD/foreign currencies are changing quite dramatically in the recent time, especially to some Asian countries the value of dollar has depreciated what means that you get less money in your currency from US advertisers, as you were used to do.

You do know, the people who purchase Advertisement spots from the big G get to choose how much they want to pay. So if you abre posting content about other languages other than English, maybe the Publishers aren't willing to pay as much as the English.
In no do I intend racism about this, its not about them being cheap, its about the other countries that don't search for things the publisher is looking for so thats why they don't pay too much.
By the looks of it, looks like you are fluent in English. Try posting content in a language that Publishers are willing to pay a good price.

Ad sense is very Geo targeted. U.S, some countries in Europe and Australia pay well. Traffic from other countries will usually have a very low CPC because there are not too many advertisers.
When competition is low, even the top bidder is going to be paying very little for an ad.

This is not always an issue. My site is in English, targeted for US, United Kingdom, Australia ... countries. My site is health/diet/weight loss related, which is known to be very well paid niche, and still I got huge drop of CPC in the January. My site has over 160 high quality, paid, articles that covers different diets and health issues.
CPC average is now around $0,08, clicks from U.S. are in average $0,06. My ads are "text / image & rich media" type for which google said that they are most profitable. My average CTR is 4,5%.
So how can I sometimes receive clicks from Africa that are $0,5/per click but never a click that is more than $0,2 from U.S.? One more question, has anyone an idea how to reach that promising CPC for my niche which is stated to be $3-$7 (average)?
