I am having similar layouts on some of my adsense sites and so far I have been fine... Read the Adsense TOS to be sure...

Not much but the competition is weak aswell.
I'd say only 5% of niches have a CPC over 1$.

You can earn as much as at US. It's even easier!

I would monitor your CPC on your ad link in the header. I've always found that they get a higher CTR than my other ads but make alot less money. Run a week with them to see how much you get, then try without them to see if you make more off less clicks.

The link unit under the header is a bit dodgy but i can't see you getting a ban for that, people are saying they do the same so i suppose you'll be fine

You'll be fine with that type of layout. I've seen much worse and they are still using adsense. People getting bans while using these types of layouts are probably doing something else to warrant it, so I think its more of a myth. Don't forget to include a privacy policy + contacts page at the bottom and start your earning
