I've never really done CPC, but do I use G KWT or Traffic Estimator to get the rought CPC value? KWT is at $2 and Estimator is at $17.

Use Google Contextual Targeting Tool for a better estimate of CPC. You'll find it in the Tools and Analysis tab when you login to GKT.
