Hello BHW,
My GA account has just been banned from Google. Now I want to register a new account. After reading many articles on BHW, I found that I can make another account but the address must be different from the banned account. I understand that but the only problem I still wonder is:
Can I log in to the new account on the same laptop from which my account was banned (I will clear all cookies and use a new browser)? I afraid Google will ban my new account again

I did that and it worked. Even used the Same address and payment method.
My original got banned because I brainfarted and redirected one of the url's to an affiliate offer. I made more sales but because of articles that already got good traffic with my links in them.
I try to pay more attention now regardless. What got your account banned?

Don't worry, I doubt your IP is logged to that extent unless you did something that terribly went against their TOS.
Since there is dynamic and static IP addresses from Internet Providers, it's unlikely that a Company well ban a select IP address due to the fact that every time a router is reset that has a dynamic IP address, it will change.
Example, 216.222.111.111 may be your IP one day, and after you reset your modem, it can change to 216.222.222.222. This makes it extremely difficult for companies to ban select IP addresses which may ban a different user by mistake that happens to unfortunately grab your old IP address out of the pool. Unless the company bans All IPs from 216.222.xxx.xxx, you'll be fine. You can also use proxies if you're that worried.
To check if you have a dynamic IP address, go to an IP checker site like ipchicken, write down your IP, then reset your modem and check your IP again. If it's different, you have a Dynamic Address. If it's the same, you have a Static (assigned) Address.
Make sure you always clear your browser Cache and Cookies.
