Is there a way to display ads that pay higher per click or is the ad displayed predetermined by Google?

no its not predetermined...
it depends upon the content you use...

e.g if you use insurance such content the ads are displayed relevant to your site and then the display of the ads will also be higher
so automatically you deserve more bucks...

u have to both target high paying niches and use competitive ad filter to remove low paying ads

on a related note... is it possible to get adsense reports to show a cpc column? it's kind of annoying to manually calculate it all the time
