Absolutely not. No backlinks generator is safe and it's an extremely outdated way to do link building.
Don't make the assumptions that the quantity of backlinks is more important than the quality and that any backlink is a good backlink.

No, that is not safe for your blog or website. But still if you want to use you can use it for tier 2 or 3 linking.
