Everything is genuine on BST (until they are shitlist). I have purchased a couple of adsense non hosted account from BST here. You cannot really choose your country as certain countries are nearly impossible to get approval.

I got site and was going to apply for adsense myself, but for last few days thinking myself to purchase non hosted account to use. Is it safe to use?

Yes, Feel free to buy Adsense but make sure you use it in proper manner. I already have an adsense but i want a new one to use on my another site .
Can you recommend some good sale thread ? and Does it really matter if i get adsense of another country ? Problem in taking payments etc ?

As long as you get Virtual Mail Box set up you dont have to worry about Location of the Account
