It's not "not allowed" but it just got a bit harder and tricky due to the multiple scamy campigns being run. Legit businesses who are actually located on site with like real infra can still run without any problem.

If you want to do Tech Support ads you're going to need to cloak.

We need app 10k calls a month for tech. Please contact with best rates.
Though I'd prefer Pay Per call, if someone interested in serious business, I am a buyer in bulk but only with good rates and converting/serious calls.
10k to 20k per month calls.
