What do you need the vcc for? Don't you need a credit card to activate any AdWords account anyway? And I always thought that Google catches on the fact that you use the same credit card to activate different accounts. Maybe I missed something as I'm tired.
VCC = Virtual Credit Card

Every time you buy one, its technically a different credit card, thus google wont catch you.
