It was nice of you to write that up, I don't get this part:

The best place to get vccs from that work and are cheap in my opinion is entropay.com. They only charge a 5% fee to upload funds and the minimum upload amount is $10, exactly the amount we need to activate the adwords accounts. By using entropays vccs, you can always activate your newer and newer accounts with newer and newer (all different) vccs.
So in the end, your total expense was: the cost of the voucher you bought (0 if you generated it yourself for free) + $10 activation fee = voucher credit amount + $5.

What do you need the vcc for? Don't you need a credit card to activate any AdWords account anyway? And I always thought that Google catches on the fact that you use the same credit card to activate different accounts. Maybe I missed something as I'm tired.
