SEO Report analyze questions.

Hi,

I dont know im creating a thread in the correct section of the forum, but i would like to ask a few question.
Im a newbie and i dont know many things about the linkbuilding or how im should analyze the Seo reports.
I bought a SEO service from someone and recieved the report. Inside the report you can see the links and the PR of the link.

Lets say: These are High PR .edu, .gov Links.
example: xy.gov.ro/xyxyxyxy/xyxy

Inside the report this link PR is (lets say)7. As a newbie i went to google to find some onlie PR check website. I found one, i was copying the url: xy.gov.ro. In the result the website is PR 1. I tryd it with another PR checker, result was the same. I tryd with another url from the report it was different again.

Im confused. What i'm doing it wrong?

p.s.: Sorry for bad english and sorry if the question is stupid.
 
The domain is high PR, but the page in which your link exists is low PR.
 
The root(main) domain has different PR than inside the report. Thats my problem.

Yes, that's how it works. People are not selling you tens to hundreds of links on actual high PR pages for the price you paid. One contextual link on a white hat PR3 website will cost at least $30 alone.

You purchased low pr links on high pr domains. I don't understand where the confusion is here.
