I need a windows tool to submit blogs to multiple domains

I need a blog submission tool to multiple domains. Pros please help me. I don't care about page rank becauseI will not be putting a back link to my website. It should be like a blog explosion submit tool. It should have the facility to add meta tags and keywords, And finally it should not be dead, like google should love to index it.

I am really confused by reading various threads over blogging in this website. So Pros please help with the latest tool. Thanks for your help in advance.
