my website plan need some help

i have idea to start a services website offer fb likes twitter followers but i will be only affliale and there will be some services i will make
1- build the site (i am really noob when it come to web devolving so i do not know how to do it and how much it cost to make somebody build it for me
2- i will use social media blasts , bookmarking build back links and the facebook and fourms to promate my web site
3- get 2000$ month from it

i am think to make both to have a script like youlikehits to get fans from it
and also to sell fans though anther website i know where to get site script like youlikehits and for cheap too but the script for sell the fans i dont know where to get it or how to build hope you understand my english , because think i have made you all lost
