Does a .edu.pe work the same way as .edu alone?

A friend of mine claims he has access to a website that is .edu.pe, and claims it works just as a normal .edu and provides the same backlink power. Does it really, or no?

There was a post yesterday on free edu sites I can't seem to locate it can anyone help?

It's an EDU link yes. But your friends link is on a PR0 site, and considered a link farm...

So don't expect it to help out your site greatly, and in the long run its going to hurt your sites.
