The cheapest route would be a VPS server. Get a few ips. Make sure they have valid rDNS with matching forward dns IE IP 1.2.3.4 = mail.yourdomain.com , mail.yourdomain.com = 1.2.3.4 . Setup SPF records for yourdomain.com and DKIM for yourdomain.com.. Install qmail, install a list manager like sendstudio/ interspire email marketer.. If your list has larger domains like AOL/Yahoo, apply for a FBL (feed back loop). This way they'll forward the complaints to you so you can maintain a healthy list. REmove people that ask to be removed, remove email address that hard bounce (5xx)..

Don't send crappy stuff, don't send just an image.. Make your subjects catchy but not false or spammy. uhh there's more i just forget at the moment.
