Offshore Hosting and VPN?

Hey we are looking for an offshore hosting provider that pretty much allows whatever. We plan on e-mailing around 1 million consumers a month possibly more. All these list are opt-in of course and will have opt-out links. The hosting must make sure our e-mails are getting through to Yahoo, Gmail, and etc. I don't want to deal with a hosting provider that is not able to get our e-mails through. In addition, we are needing a good offshore VPN.

Does anyone know of some great offshore hosting companies and VPN places?

Were not really doing anything black or anything like. I would still like to find a offshore Russia server or something to that nature. I just want to make sure the servers are reliable and will be around for awhile.

By the way you don't happen to know where to get any VPN's and a registrar that is lenient on what you do, but very reliable do you?
