I notice that some people include bonuses with their websites when selling on Flippa. For example, the person might include PLR articles or a PLR ebook. My question is "Where do they get the PLR Content to include in their auctions?" Do they make the PLR content or just reuse PLR content?

They reuse PLR content.
They try to improve the percieved value with as little extra work as possible.
So they are reusing it.

I bought a few sites on Flippa last year.
One came with plr bonus.
I always do my due diligence process before completing a transaction, I asked the seller to prove that he had the rights to sell the PLR ( and also royalty rights of the images ) . he failed... and everything was canceled.
