What country are you from? If your country has tax treaty with USA. You can choose 1st and if your country doesn't then 2nd.

According to YouTube, the tax withholding rate on royalties for valid claims made under tax treaty with the US. The same for the UK and Canada is set at 0 per cent, and for South Korea and Mexico at 10 per cent. The platform said that Google has a responsibility under Chapter 3 of the US Internal Revenue Code to collect tax information from all monetising creators outside of the US and withhold taxes in certain instances when they earn income from viewers in the US.

Following. I need help too.
My country has not TAX treat with US and my views arent from US.
Someone else told me to use W 8BEN
 
W8-BEN is for non US resident
W8-ECI for non US business/individual who file income tax return in US

so its clear if you file returns with US then choose W8 ECI else use W8 BEN

i dont file anything with usa so what does this even mean.
also my country no treaty benefits.

Thats not a problem, you have only that one option if you are a non US resident
but the first one says

"would also be used to claim tax treaty benefits"

how would that option work if my country does not have tax treaty benefits with usa?
