I've got $39 lying around, tell me how to put it to work with what little skills I have.

- Photoshop
- Video Creation (After Effects & Premiere Pro)
- Website Creation (wordpress)
- Write (English Native)
- SEO

Maybe invest in 1 year host + domain and combine it all, test different things.
Give yourself a year to see what you can do, there's no fast way.

Depends on how fast you want to double those $39.
But - as @MrDenz said, I think the best mid-long-term opportunity would be to get a personal website up, pair it with all afferent social media, and maybe even get into YouTube (cinematic videos etc or even tutorials) and see where that goes.
If you're proficient in those 3 skills you mentioned you could come up with your personal way of teaching them to other people, build an online persona, and end up selling courses or getting paid to regularly upload them. Nowadays, imo, in terms of content, pretty much all the magic is within the online persona of someone - if you're catchy, what you create is gonna be catchy too.
 
Freelancer or Upwork or Fiverr may bring in some quick bucks, especially if you bid for lower than market rate to build your profile.
 
$39 is beer money. It's too little to invest in anything online, except a web hosting subscription for one month and a domain name, which would be a waste of money if you don't have a marketing budget. So get on some freelance sites and start building your profile/portfolio. You can also buy a few reviews to get the ball rolling.
 
Write a good ebook in a niche you know about in marketing or websites (WordPress), then JV with a Jr.Vip, make a salesthread $30, pay a Copywriter here on the forum $9 for a small salescopy, sell the ebook for $10, splitt the profits with your JV Jr.Vip. Easy Peasy Money .. =)

If you're a US-Native writer you should have no issues sourcing work; many are in search of quality writers - you just need to put yourself out there.

Sites such as UpWork, Freelancer, Fiverr, and BlackHatWorld (once you have seller-eligible status) are great places to exhibit your services and talent.

Just do good work so you can retain your clients to gradually build a solid customer base over time.
