Offshore servers are really only used in conjunction with proxy mailing since those companies hosting the servers can care less what you do with them. $150-$200/month can get you a server with a few IP addresses and no rules. Port scan, email verification, send via proxies etc are all allowed. You could even rent a bot net from the right people and login to there system to send all your emails for a hefty price. Oh how I wish the days of smtp mailing still worked, open relays were a dime a dozen to send from. I wish I could go back in time...lol I am no pro, never will claim to be one either, just someone who knows a thing or two about the business.
